Changes to LPC17xx CMSIS Library

1. Imported LPC17xx CMSIS library from CMSISv2p00_LPC17xx.zip, from
   http://ics.nxp.com/support/lpcxpresso.

2. Changed 2ULL to 2 in system_LPC17xx.c to get rid of unnecessary
   64-bit arithmetic.
