Changes to LPC11xx CMSIS Library

1. Imported LPC11xx CMSIS library from CMSISv2p00_LPC11xx.zip, from
   http://ics.nxp.com/support/lpcxpresso.

2. Modified SystemInit() in system_LPC11xx.c to use the internal 12 MHz
   RC oscillator by default.  Define SYSOSC_SETUP=1 to use the system
   oscillator with a 12 MHz crystal instead.
